The Ogun State Government has commenced enforcement actions against unauthorised motorcycle operators’ associations accused of illegally collecting levies, taxes and other revenues from commercial motorcyclists across the state.
The government said the move became necessary to restore order within the transportation sector and prevent the unlawful collection of funds meant for government coffers.
According to state authorities, only three motorcycle associations—Road Transport Employers of Motorcycle Owners and Riders Association (ROMO), Amalgamated Commercial Motorcycle Owners and Riders Association of Nigeria (ACCOMORAN) and Articulated Motorcycle Owners and Riders Association of Nigeria (AMORAN)—are recognised and authorised to operate within Ogun State.
The government identified several other groups, including ANACOWA and AKMODE Transport Limited, as unauthorised bodies that have continued to collect levies and government-related charges without approval.
Officials stressed that registration with the Corporate Affairs Commission (CAC) does not automatically confer authority to engage in regulated commercial motorcycle activities or collect taxes on behalf of government.
The state government noted that while citizens have the constitutional right to form associations, such rights do not exempt organisations from obtaining the necessary operational approvals required under existing laws and regulations.
Authorities also clarified misconceptions surrounding a 2023 court judgment frequently cited by some of the affected associations. According to the government, the ruling merely affirmed the constitutional right to freedom of association and did not grant approval for commercial motorcycle operations or revenue collection activities.
The government warned that continued operation by unauthorised associations would be treated as a violation of state regulations and could attract sanctions.
It further directed security agencies and relevant enforcement bodies to commence immediate implementation of the directive across all local government areas.
Commercial motorcyclists were advised to verify the legitimacy of any association demanding levies or taxes and avoid making payments to unauthorised groups.
The state government maintained that the enforcement exercise is aimed at improving regulation within the transportation sector, preventing exploitation of operators and ensuring that government revenues are properly accounted for.
Officials reiterated their commitment to maintaining peace during the exercise while ensuring full compliance with applicable laws governing commercial transportation activities in Ogun State.
