Nigeria’s Onuigbo Makes History as Africa Takes Lead in Global Climate Parliamentary Network

Nigeria is poised to assume a rare position of influence in global climate governance as former federal lawmaker and principal sponsor of the Climate Change Act 2021, Hon. Sam Onuigbo, prepares to become President of GLOBE International, a powerful cross-party alliance of legislators driving climate legislation across continents.

The leadership transition, scheduled to take place on June 24, 2026, at the House of Commons in the UK Parliament, will mark a historic moment for African representation in international climate policy-making. Onuigbo’s emergence is widely seen as recognition of Nigeria’s legislative efforts in climate action and the growing voice of African parliamentarians on the global stage. As President of GLOBE International, he will lead a network that brings together lawmakers from over 100 countries to champion ambitious climate policies, promote legislative best practices, and influence international agreements.

Hon. Sam Onuigbo, who represented Isuikwuato/Umunneochi Federal Constituency in Abia State, played a pivotal role in the passage of Nigeria’s Climate Change Act 2021, a landmark legislation that established a comprehensive framework for addressing climate change, including the creation of the National Climate Change Council. The Act has been praised for mainstreaming climate considerations into national development planning and setting targets for emission reduction and adaptation strategies.
