A new investigation published today reveals that state governments had ₦264.12 billion in unspent Universal Basic Education Commission matching grants, according to UBEC’s 2025 Annual Report.
The balances were recorded during financial monitoring visits conducted as of July 21, 2025.
Benue accounted for ₦19.18 billion, Imo ₦14.12 billion, Osun ₦14.02 billion, Kwara ₦13.99 billion and Delta ₦13.40 billion.
The findings come amid continuing reports of deteriorating classrooms, overcrowding and inadequate school facilities.
Some state officials dispute the reported balances or cite funding and implementation difficulties. The figures do not establish that the money was stolen or diverted, nor do they prove that the balances remain unchanged today.
Why it matters: Nigeria’s education problem is not solely a shortage of money. Delays in spending funds already allocated can also prevent improvements in schools.
Watch: Updated state-by-state balances, explanations from State Universal Basic Education Boards and evidence of completed school projects.
