Rwanda Explores Pathway for Investors to Participate in Dangote Refinery IPO

Rwanda’s Capital Markets Authority (CMA) has initiated discussions aimed at enabling local investors to participate in the planned initial public offering (IPO) of Dangote Petroleum Refinery, signaling growing regional interest in one of Africa’s largest industrial projects.

In a statement released by the regulator, the authority acknowledged increasing interest among Rwandan investors seeking opportunities beyond their domestic market and indicated that efforts were underway to facilitate access to the refinery’s public offer.

The development comes as Dangote Petroleum Refinery prepares for a major capital-raising exercise ahead of its anticipated listing on the Nigerian Exchange.

According to the CMA, interested investors are currently being encouraged to register their interest through United Capital Financial Services Rwanda Ltd. The regulator, however, clarified that the registration process does not amount to a formal subscription for shares nor does it guarantee allocation when the offer opens.

Officials explained that the current exercise is designed to gauge investor interest and support preparations for any participation framework that may eventually be adopted.

The Dangote Refinery, located in Lagos, Nigeria, is regarded as one of the largest single-train petroleum refineries in the world and has attracted significant attention from investors across Africa due to its scale and strategic importance to the continent’s energy sector.

Market analysts say regional participation in the public offer could deepen cross-border investment relationships and strengthen capital market integration within Africa.

The Rwandan regulator noted that additional details regarding eligibility requirements, subscription procedures and other participation arrangements would be communicated to investors at a later stage.

The move reflects increasing interest among African regulators and investors in accessing large-scale investment opportunities across the continent as efforts continue to promote regional economic cooperation and capital market development.

If successfully implemented, the initiative could provide Rwandan investors with exposure to one of Africa’s most closely watched industrial ventures while broadening the investor base for the refinery’s public offering.

The discussions also highlight the growing role of capital markets in facilitating cross-border investment and supporting economic integration within Africa’s emerging financial landscape.
