Digital Learning Gets a Boost as NCC Unveils Free Student Data Initiative

The Nigerian Communications Commission (NCC) has launched a new initiative that will provide eligible students with free daily access to approved educational platforms, in a move aimed at expanding digital learning opportunities and reducing barriers to education.

The initiative, unveiled in Abuja, offers participating students a daily allowance of 100 megabytes of zero-rated data to access approved educational websites and digital learning platforms without incurring internet charges.

Speaking at the launch, the Executive Vice Chairman of the NCC, Dr Aminu Maida, said the programme is designed to ensure that connectivity translates into meaningful educational outcomes rather than merely providing internet access.

According to him, the daily data allocation may appear modest, but it can accumulate into a significant volume over time, particularly for students who struggle to afford regular internet subscriptions.

“Because it’s not about providing connectivity, it is about giving people connectivity to gain knowledge,” Maida said.

Under the arrangement, participating mobile network operators will provide the free daily data allowance, while the NCC and the Federal Ministry of Education will jointly approve and whitelist the educational platforms eligible for access.

The initiative covers a broad range of educational resources, including learning management systems, digital libraries, educational repositories, teacher development platforms, and technical and vocational training websites.

Director of Policy, Competition and Economic Analysis at the NCC, Mr Ayuba Shuaibu, said the programme was developed to address affordability challenges that prevent many learners from benefiting from digital education opportunities.

He explained that internet costs remain a significant obstacle for many students seeking to access online learning materials, especially as digital education becomes increasingly important across all levels of learning.

The programme comes amid growing efforts by government agencies and stakeholders to leverage technology in improving educational outcomes and preparing students for a technology-driven economy.

Education experts have repeatedly emphasised the importance of internet access in modern learning, particularly following the increased adoption of digital platforms for teaching, research, skills development and professional training.

With the launch of the zero-rated access scheme, the NCC hopes more students will be able to take advantage of online educational resources, acquire digital skills and improve their academic performance without being constrained by the cost of data.
